Greetings, after rather a hectic week, here is my question of the week based on an observation of an actual event. 

You are out having a potter in your 12m powerboat heading in a westerly direction around 800m from shore in relatively deep water when you come across another powerboat on your Port side at relative brg of around 30º range about 1Nm away, it appears to be heading in a northerly direction you are about 45 degrees on their Stbd bow, its speed seems to be around the same as yours.  You watch it for a while and its bearing relative to you is not changing much, its range is closing and now estimated to be 700m away, what are you going to do? What COLREG rules apply?
