How did you get on? Pretty straight forward once you break it down to what you need.

For this exercise I am going to use a tidal clock.

If you interpolate between 1653 and 1759  it works out to approx 0.023 (1.5m / 66mins ) change every minute. 

I thought around 0.023 x 9 mins = 0.207    3.8 + 0.207 = 4.007m  which would make it 1751. So if the divers went into the water at 1746 by the time they reached the bottom they would be within their max requested depth. If you said anywhere between 1740 and 1756 it would be good enough for government work. Remember tides are an ish, not a science, the tables do not take account of the barometric pressure nor the approaching weather.
