It is 2245, sunset was just over four hours ago, it is a clear calm night and with the exception of a few ferries and fishing vessels, it has been a relatively quiet watch. Your last fix put you at 37.10372º  N  25.36692º E  course 095º T speed 10 knots.  Where are you?

 

Off the port beam you see these lights heading towards you (the top red light appears brighter than the others and is flashing). According to your radar, it gets to within 1 mile of you before turning and matching your course - what is it and what COLREG rules apply to it?

Where does it fall in the vessel hierarchy?
